Job Title: PQS Director
Quantity Surveying / Project Management
Location: South Dublin
Salary €120K + (DOE)
Reports to: Managing Director
Position Summary:
The PQS Director will lead the quantity surveying function on Two large Residential Projects value €200M each, mixed Private and Social Housing Developments including infrastrucutre and Civils.
One of the developments is under construction, the second is due to start in 2025.
The successful candidate will need to have an established track record working on the efficient and effective management of cost, time, and contractual aspects of large-scale construction projects. The role involves strategic leadership, client relationship management, business development, and overseeing a team of professionals to deliver high-quality services.
Key Responsibilities:

Leadership & Management:
- Lead and mentor a team of Quantity Surveyors, ensuring that they are well-equipped to deliver high-quality work.
- Develop and implement strategies for the growth of the PQS department.
- Oversee the day-to-day management of large-scale and complex projects.

Financial Management & Cost Control:
- Oversee the preparation and management of project budgets, cost estimations, and forecasts.
- Ensure that cost control procedures are adhered to, and provide recommendations for cost-saving strategies.
- Approve project payments and valuations in line with contractual obligations.

Client Relationship Management:
- Develop and maintain strong relationships with key clients, stakeholders, and contractors.
- Provide strategic advice on cost and contract matters to clients.
- Act as a primary point of contact for clients and ensure their needs are met on all projects.

Contractual & Risk Management:
- Manage the preparation, negotiation, and execution of contracts.
- Review and provide advice on terms and conditions to ensure compliance and mitigate risks.
- Handle disputes, claims, and variations, ensuring that issues are resolved promptly and in accordance with the contract.

Business Development:
- Identify new business opportunities and develop proposals for prospective clients.
- Lead and contribute to the preparation of tender documents and bids.
- Expand the firm’s client base and increase revenue generation through successful business relationships.

Project Delivery:
- Ensure projects are delivered on time, within budget, and to the required quality standards.
- Monitor project progress, resolve issues, and mitigate risks.
- Ensure accurate reporting and maintain regular communication with project teams, clients, and other stakeholders.

Compliance & Standards:
- Ensure adherence to industry standards, legal requirements, and company policies.
- Keep up-to-date with changes in legislation and market trends to ensure the business remains compliant and competitive.
Qualifications:

Education:
- Bachelors degree in Quantity Surveying, Construction Management, Civil Engineering, or related field.
- Professional membership of a relevant body (e.g., RICS SCSI) is highly desirable.

Experience:
- PQS Firm background
- Minimum of 10 years of experience in quantity surveying or construction project management, with at least 5 years in a senior leadership position.
- Extensive experience managing large-scale, complex projects within the construction or infrastructure sectors.
- Proven track record in business development and client relationship management.

Skills & Competencies:
- Strong leadership and people management skills.
- Excellent negotiation, communication, and presentation skills.
- In-depth knowledge of cost estimating, budgeting, and financial management in construction.
- Familiarity with project management software and other related tools.
- Sound knowledge of construction contracts (e.g., JCT, NEC, FIDIC) and legal aspects of project delivery.
- Ability to work under pressure and deliver results within tight deadlines.
