Overview of role
The Project Manager will work with design teams and contractors to project manage the schemes in the pipeline, overseeing the contract administration, secure project funding and ensuring tight cost controls are adhered to, monitor project risks and report progress to the line manager and all stakeholders.
The Project Manager will work on new build opportunities, Design and Build and Modern Methods of Construction projects. They will
assist in the appraisal of new opportunities to increase housing supply and work closely with the Local Authorities and the Department of Housing, Local Government & Heritage (DHLGH) to deliver new social housing, Cost Rental and Affordable Housing and ensure that each potential project is financially viable and offers value for money. They will assist the
Development Manager and Director of Development on procurement and tendering processing, line manage junior staff, assist with the training of new team members and co-ordinate information between departments for KPIs etc. The Project Manager will work with the Development Manager to populate new procedures and policies and maintain same.

KEY RESPONSIBILITIES
Manage a number of projects from initiation to completion. Provide up to date programmes, cash-flows and risk registers for the projects under your remit, ensure that projects are delivered on time and within budget.
Assist in all aspects of control and supervision of projects within the development process, including the commissioning of the design, financial submissions for Board and DHLGH, preparing reports on tenders received, preparation of contract documentation, ensuring projects meet the defined timescale and format, as
required by the Director.
Review design proposals for new developments, make sure they are economical, meet the project briefs, Tuath’s specifications and scope of services documents.
Conduct performance review of Professional Consultants and Contractors.
Maintain a good knowledge of Government Public Works Capital Contracts and procedures.
Continuously reviewing the construction delivery programme, mapping progress, key tasks, critical paths and delays.
Ensure internal audit requirements are addressed with direct reports as required.
Act as line manager if Development Manager is off.
Ensure tendering procedures are carried out fully in accordance with the EU Procurement, H&S Legislation and other relevant regulations. Assist in the analysis of all tenders received. Prepare tender reports for approval and ratification by the Board in accordance with clients procedures
Operate, maintain and review (under supervision) Development Department procedures and systems in line with quality management systems and external agency auditing requirements. Review annually against the Regulators requirements & Department KPIs. From time to time inspect work of staff to ensure compliance
with department procedures and systems.
Attend and Present at Public meetings as and when required. (These meetings may
be held outside normal office hours). Give presentations to Councils, Voluntary Partners, Health Boards etc. as and when required
Liaise with and advise site based Clerk of Works when required.
Lead on Dispute Resolution’s on projects, working with the Development Manager, Director and Solicitors. Assist the Development Manager and Development Co-ordinator with collating dispute resolution files etc.
FINANCIAL MONITORING & CONTROL
Ensure the development programme is delivered on time and within budget and achieves good value for money.
Monitor the financials of each project including submitting to the Director for approval all certificates and invoices presented to the Association for payment. Maintain the Payment Tracker for each project and report on same to the Development Manager.
Submit funding applications to Local Authorities and the DHLGH, HFA, SEAI etc ensuring they meet defined criteria and timescales. Develop cases for cost and time overruns as required.
